I believe that helping every citizen obtain affordable and quality healthcare is the job of each member of Congress. I will stand against any and every effort to cut healthcare services to seniors and working families to fund tax breaks for the wealthy. I am committed to lowering costs, expanding access, and prioritizing patients once and for all.
Real Public Safety
My public safety vision is focused on keeping communities safe while building trust. I support the vital work of the NYPD and am committed to ensuring our officers are fairly compensated, well-trained, and fully supported by their representatives. By investing in recruitment and retention, we will strengthen our police force and ensure every neighborhood has the protection it deserves.
High Quality Education for All
With 25 years of experience as a dedicated teacher, I understand the real needs that exist within our classrooms. I believe every child deserves access to a high-quality education in a safe, supportive environment. We should be strengthening, not dismantling, the Department of Education, and I will fight for fully funded classrooms, teacher support, and policies that put student learning and safety first.

COMMITTED TO SERVING OUR COMMUNITY
Troy was raised in a single-parent household by his mother, an educator and advocate for the developmentally disabled, who taught him the values of compassion, perseverance, and leadership from a young age. These foundational lessons shaped the course of his life, leading to a decades-long career dedicated to education and community service. For over 25 years, Troy worked as a teacher with the Department of Education, supporting both general education students and those with disabilities. His influence extended beyond the classroom as he coached high school basketball on Staten Island for more than two decades, guiding teams to both Staten Island High School League and New York City PSAL championships. His work with youth continued through his volunteer role in the "My Brother's Keeper" initiative, a program aimed at closing opportunity gaps for young men through mentorship and skills development.
From 2012 to 2021, Troy served as a Community Liaison for the City Council, advocating for the needs of his North Shore neighbors. He attended hundreds of Community Board and civic meetings, engaging with constituents and addressing issues across the New York-11 Congressional District. His commitment to public service also includes leadership roles such as a board membership with Bay Street and Beyond, and Art Lab, where he continues to support arts and culture in the community.
A graduate of St. Peter's High School, Stony Brook University, and the College of Staten Island's Master's in Education program. Today, he lives in the New Brighton section of Staten Island with his wife and two sons, in the home they have owned for over 32 years. Deeply connected to the district he calls home, Troy's life reflects a steadfast dedication to education, community, and service.
